Water Rates and Budget Adopted for 2014
Changes in customer water rates became effective on January 1, 2014 following adoption of the 2014 Rates, Charges and Fees by the Board of Directors on December 10, 2013. The Operating Budget and Capital Improvement Budget for 2014 were also adopted at the meeting. Adoption took place following a Public Hearing where comments were received from customers in attendance at the meeting. Directors also considered letters protesting the proposed rate adjustments that were received from property owners in the District.
The rate adjustments are designed to result in a 3% overall increase in water rate revenues for 2014. The amount of increase or decrease to individual customer water bills will vary depending on the customer's water meter size and the amount of water used by the customer. A typical single-family residential customer can expect to see an increase of about $4.95 in their water bill every two months.
For 2014, the District has changed the way that it charges for water used by the customer. The District has created a single rate of 74.4 cents per unit of water (1 unit of water = 748 gallons) for all units of water consumed, equal to about one penny for every 10 gallons of water used. The District has eliminated the previous three-tiered rate for water where the cost per unit increased as the customer used greater quantities of water.

An independent audit of the District's financial records and practices is performed annually in compliance with CHWD Policy No. 6010. The audit is performed by an independent certified public accounting firm that reports directly to the District's Board of Directors. We are pleased that the annual financial audit shows that the District's financial records are in good shape, and its accounting practices conform with Generally Accepted Accounting Principles. In some years, the Independent Auditor also prepares a Management Letter that provides comments on District internal controls and operations, with suggestions regarding matters identified as opportunities for strengthening internal controls and operating efficiency.
