Water Meters
After years of preparation, CHWD has now fully implemented its metered water billing. Starting January 1, 2008, CHWD has changed all of its residential customers to metered billing. Residential customers will now receive a water bill from CHWD every two months, not a flat-rate water bill twice a year as in the past. These customers can expect to receive their first metered water bill sometime between the end of January 2008 and the end of March 2008, depending on the billing cycle for the your service address. The water bill will include a service charge for the two-month billing period and a water charge for the amount of water used during the billing period. Water bill amounts will vary depending upon the amount of water consumed by the customer.
Water meters and water meter billing are requirements of the US Bureau of Reclamation, which provides most of CHWD's water supply from Folsom Lake.
In 1992 Congress passed the Central Valley Project Improvement Act. This Act requires anyone who receives water from a federal facility such as Folsom Lake to use a water meter and be billed on a metered rate. CHWD is required to bill all customers based on a metered rate by January 1, 2008. For the past 15 years,
CHWD has been taking the necessary steps towards complying with this federal mandate.
And now water meters are ready to go, and that's a good thing for CHWD customers! One of the biggest benefits is that you will only pay for the amount of water you use. In the past, your flat-rate water bill was based on the average amount of water used by all customers regardless of how little or much water you may use. Now, you will only be billed for the amount of water you use. You are now in control of your own water bill!
Being billed on a metered rate was so attractive to some residential customers that nearly 1,200 customers voluntarily switched to metered billing over the past few years.
Your bill will look slightly different as well. Instead of seeing just a flat rate, your bill is now calculated in two parts: one for your water consumption; and one for your service charge. The water consumption charge is based 100 percent on the amount of water you consume. The service charge is based on the size of your meter, and covers the cost of providing service including water system maintenance and meter reading.
You will also be billed bi-monthly instead of semi-annually. This means that instead of receiving a large bill twice a year, you will receive smaller, more manageable bills six times a year. This also means that you will be able to view more frequently how much water you are using, giving you the chance to adjust your water use practices to reduce your water consumption.
